Hearing Review Board The review board is made up of six judges, three of whom will examine the hearing transcripts. They may ask for written briefs or oral arguments from either party. This panel can reverse or uphold the decision of the administrative judge. Review Board decisions can be appealed to the Massachusetts Court of Appeals.
